April, a girl in Oztar with a power of water, finds shelter for a blue dragon hatchling seeking refuge from the rain. Upon touching him, she discovers mysterious, glowing veins appearing on her arm. While searching for answers in Oztar’s Library, April finds that all sections regarding dragons have been mysteriously removed from the books. Star, a young wizard, appears, warning April of the risks of being discovered and inviting her to the Observatory Tower.
